SOCIOENVIRONMENTAL VULNERABILITY INDEX IN AREAS OF URBAN LAND REGULARIZATION: A METHODOLOGICAL PROPOSAL

The present work aimed to propose a methodology for calculating the
Socioenvironmental Vulnerability Index for areas that have undergone an
urban land regularization process. Based on the Social Vulnerability Index of
the Institute of Applied Economic Research and addressing social, economic,
legal and environmental issues, the IVSA is constituted by the integration of
five components: Urban Infrastructure Index, Human Capital Index, Income
and labor Index, Legal Index and Environment and Health Index. The values
of indicators and indices vary between 0.1 (low degree of vulnerability) and
1 (high degree of vulnerability), and the application of this methodology
makes it possible to evaluate whether the land regularization work carried
out in a space has improved not only land aspects, but also the aspects
studied by the IVSA, emphasizing the importance of these tools to guide
resource allocation, formulation and implementation of public policies more
appropriate to the space studied.
