Abstract

This article presents an analysis of the institutional capacity for planning and implementation of policies related to the actions of civil defense and risk governance in municipalities in the Purus-Madeira Interfluve in the Amazonas State, Brazil, in order to offer subsidies for developing strategies regarding the prevention and mitigating situations of natural disaster risks. The collected data were analyzed from the Institutional Analysis and Development (IAD) Framework Elinor Ostrom method. The results show that existing institutional mechanisms for risk governance in the Amazon are still incipient, highlighting the need for greater dialogue about the quality of policy formulation aimed at addressing the risks, greater participation of society in decision-making processes and the strengthening of the interaction between formal institutions for cooperative processes that actually represents the corporate interests and the minimization of the imminent risks of climate change.
