Institutional frameworks for human dimensions: reflections for marine protected areas in Brazil

Abstract


With the increase in complexity in discussions about nature conservation, the concept of Human Dimensions (DHs) has also been worked on in the scientific literature and perceived in applying alternative approaches to natural resource management. Significant national and international institutional frameworks (policies, guidelines, and goals) guided these discussions. Here, especially those associated with Marine Protected Areas (AMPs) conservation and artisanal fishing are of particular interest. In this context, the present article aimed to systematize the main institutional frameworks adopted to outline this concept of HD, linking them to components brought by the scientific literature on this theme. The following methodological procedures were used: (1) elaboration of a summary table with the description of these main milestones, accompanied by an analysis of associated political strategies; and (2) establishing connections with DH components found in the literature. The research pointed out the commons' theory as a significant influencer of creating the HD's concept. Its understanding goes far beyond the univocal idea of ​​human dimensions as control and management of human behavior. The components and their connections, on the other hand, showed fundamental challenges for the incorporation of HDs in current fisheries management practices, indicating that the management of natural resources in MPAs presents indications of a model in transition; however, elements of technocratic and centralized management still prevail.
